Pag-IBIG Backs Precast Housing with Megawide, Targets More Than 7,000 Units in Two Years

Public–private partnership accelerates socialized housing under Expanded 4PH Program

In a housing market where demand continues to outpace supply, innovations that promise speed, efficiency, and sustainability are not merely technical upgrades—they represent tangible benefits for everyday Filipinos.

In a significant push to accelerate the delivery of socialized housing, Pag-IBIG Fund has strengthened its partnership with Megawide Construction Corp. through the launch of a precast manufacturing facility in Taytay. The ceremonial opening, attended by President Ferdinand R. Marcos Jr. on February 16, underscores the administration’s commitment to scaling up housing production under the Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH).

“The goal is simple but critical: to put families into homes faster, without compromising quality,” said Megawide Taytay plant manager Ramon Santos. “Every wall, slab, and beam we produce is built to last, and we know that behind each unit is a family whose life is about to change.”

The facility, operated by Megawide, will produce precast housing components, including walls, slabs, beams, and columns, for developments financed by Pag-IBIG Fund. By manufacturing these structural elements in a controlled plant environment, construction timelines may be significantly reduced while maintaining strict quality standards. The initiative coincides with the anniversary of the Department of Human Settlements and Urban Development (DHSUD) and highlights the role of industrialized construction in achieving the country’s housing targets.

Modern Methods, Measurable Impact

Precast technology enables the simultaneous production of major building components, minimizing delays typically caused by weather conditions and on-site constraints. Officials emphasized that this approach not only improves efficiency but also enhances durability and safety—critical considerations in delivering socialized housing at scale.

DHSUD Secretary Jose Ramon P. Aliling, who also chairs the Pag-IBIG Fund board of trustees, said: “Innovation in construction is not a luxury—it is essential to meet the urgent housing needs of our people. Precast technology allows us to deliver homes faster while ensuring quality and safety.”

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta noted that the agency’s role extends beyond financing individual borrowers. “We are investing in systems and partnerships that strengthen the entire housing ecosystem,” she said. “Through our collaboration with Megawide, we expect to build more than 7,000 housing units within two years, helping families realize their dream of homeownership sooner.”

In 2025, Pag-IBIG Fund invested ₱10 billion in Megawide preferred shares to support the construction of 7,143 housing units in medium-rise residential projects in Cavite. The investment carries a 9 percent annual return, reinforcing the agency’s dual mandate to expand housing access while safeguarding and growing members’ savings.

Strengthening the Housing Ecosystem

Beyond this partnership, Pag-IBIG Fund has approved ₱27.12 billion in housing development financing, with ₱8.5 billion already released. These funds are projected to support the construction of 21,022 socialized housing units nationwide. The figures signal a broader effort to address the country’s housing backlog through coordinated public–private initiatives.

“The moment we handed over keys to the first families, the smiles on their faces confirmed why this work matters,” shared Maria Villanueva, a site supervisor for one of the Expanded 4PH projects. “It’s more than concrete and steel—it’s hope, stability, and a future for the next generation.”

The agency’s performance in 2025 further reflects sustained momentum. A record ₱140.54 billion in housing loans was released, enabling 90,727 Filipino workers to acquire new homes or improve existing ones. As the Expanded 4PH Program advances, stakeholders note that integrating technology-driven construction methods may be key to maintaining this upward trajectory.

For Pag-IBIG members and prospective homeowners, the development signals more than infrastructure expansion—it represents increased opportunities to access affordable, quality housing within realistic timeframes. Shorter construction cycles may translate into faster project completion, quicker loan takeouts, and earlier occupancy for families eager to settle into permanent homes.

A beneficiary of the program, Rafael Lopez, who recently moved into a medium-rise unit in Cavite, shared: “Finally, we have a home where our family can grow. It’s safe, well-built, and built fast enough that we didn’t have to wait years.”

Industry observers view the partnership as a model for how public financing institutions and private developers may collaborate to address structural challenges in housing delivery. By combining sustainable funding mechanisms with industrialized construction, the initiative demonstrates how innovation can support both social objectives and economic growth.

“As an engineer on the project, seeing the facility operate at full capacity is inspiring,” said Jun De Guzman, senior precast engineer at Megawide. “We’re not just building houses; we’re building communities, opportunities, and trust with every unit we deliver.”

As the Expanded 4PH Program continues to scale, the success of ventures such as the Taytay precast facility may help shape the future blueprint of socialized housing in the Philippines—where speed, quality, and affordability converge to bring homeownership within reach of more Filipino families.
