A promising path toward homeownership has opened up for thousands of Filipino workers. In a strategic effort to expand quality housing options nationwide, Pag-IBIG Fund recently signed a landmark memorandum of understanding with top residential developers Avida Land Corp. and Amaia Land Corp.

This tripartite partnership aligns directly with President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino Program (4PH). Through this collaboration, qualified members can now explore special rates on select residential properties, financing their dream homes via Pag-IBIG Housing Loans capped at a generous ₱10 million.

The agreement highlights an ongoing push by the Department of Human Settlements and Urban Development (DHSUD) and Pag-IBIG Fund to cultivate stronger ties with private developers.

Following Pag-IBIG’s recent decision to raise its maximum housing loan limit to ₱10 million per borrower, the agency actively invited industry leaders to accredit their projects, making them directly accessible to qualified members through flexible government financing.

DHSUD Secretary Jose Ramon P. Aliling emphasized that this joint venture advances the national administration’s drive to broaden access to housing.

We continue to heed the directive of President Ferdinand R. Marcos Jr. to expand homeownership through stronger collaboration between government and the private sector,” Aliling noted. 

By helping developers connect their available housing inventory with Pag-IBIG Fund members and affordable financing, we give more Filipino workers quality housing choices within their means while supporting a stronger housing sector.”

Furthermore, closer cooperation with private real estate firms assists developers in meeting their balanced housing requirements. Consequently, this effort is expected to generate more socialized housing projects and steadily grow the overall supply of affordable property options.

Accessible Financing Across All Income Groups

To better serve a diverse array of working-class Filipinos, Pag-IBIG Fund has rolled out targeted financial options tailored to varying income levels. Qualified borrowers seeking socialized housing can take advantage of a subsidized interest rate of just 3%. Meanwhile, members eyeing homes priced above the socialized housing limit can secure promotional rates of either 4.5% or 5.75%, depending on the final loan amount.

With the increased ₱10 million ceiling, the agency is expanding its reach beyond socialized housing, offering viable financing packages to middle-income workers looking for living spaces that match both their lifestyle and budget.

As key residential brands under Ayala Land, Avida and Amaia leverage this collaboration to build upon their firm commitment to housing accessibility. The alliance strengthens cross-sector efforts to ensure that quality real estate remains reachable for everyday families.

Avida Land President Raquel S. Cruz shared her enthusiasm for the project, pointing out how competitive interest rates and elevated lending caps create new possibilities for prospective buyers.

Our longstanding partnership with Pag-IBIG Fund has helped make homeownership possible for many Filipino families,” Cruz said. 

With its competitive housing loan rates and increased loan ceiling of up to ₱10 million, we see an even greater opportunity for Avida and Amaia to serve more middle- and upper-middle-income members and pursue further synergies that will help more Filipinos own quality homes.”

Streamlining the Path to Property Ownership

Moving forward, the participating organizations will explore registering and accrediting select Avida and Amaia communities for Developer-Assisted housing loan processing, including eligible Amaia developments under the Expanded 4PH framework. Together, the partners plan to simplify document requirements, streamline application reviews, and expedite the release of funds, all while guiding prospective buyer-borrowers through every stage of the process.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta reiterated that the agency remains committed to teaming up with reputable real estate companies to deliver viable, cost-effective options to its membership base.

In line with President Ferdinand R. Marcos Jr.’s directive to expand homeownership, we are working with a growing number of trusted developers to bring our members more quality housing choices and special offers.” she added. 

By combining these with our affordable rates and housing loans of up to ₱10 million, we hope to help our members find homes they can comfortably afford, with monthly payments that may be comparable to or even lower than rent. In this way, their hard-earned money goes toward a home they can truly call their own and a better future for their families.”

The formal ceremony was led by Acosta, Cruz, and Amaia Land Vice President Aris C. Gonzales. Signed the agreement alongside witnesses Aliling and Ayala Land President and CEO Meean B. Dy. Key leadership in attendance also included Pag-IBIG Fund Deputy Chief Executive Officers Alexander Hilario G. Aguilar, Robert John S. Cosico, Benjamin R. Felix Jr., and Marcial C. Pimentel, together with other senior officials.
