A Place to Call Home: Naga City public servants turn dreams into keys

Transforming lower-income government employees into first-time homeowners

For many lower-income workers, the dream of owning a home often feels out of reach. Oftentimes sidelined by rising living costs and financial hurdles. Yet, it is precisely within this gap between effort and opportunity that good governance reveals its true purpose. 

When compassionate leadership and responsive public policy align with tireless individual work, the impossible turns possible. Transforming years of patient perseverance into a place to lay down roots.

That promise became a concrete reality as the City Government of Naga and Pag-IBIG Fund handed over the keys to a new life for the first wave of municipal employees, just two months after signing a landmark agreement. By prioritizing lower-salaried staff and first-time buyers through subsidized, accessible financing, this partnership is actively turning long-held working-class dreams into physical addresses.

A Dream Realized on Jesse Robredo Day

The housing initiative centers on the BellaVita Naga development in Barangay Pacol, which ultimately encompasses 576 units priced at ₱350,000 each. Under the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program, qualified buyers benefit from a subsidized interest rate of just 3% annually for the first five years, placing permanent housing well within reach.

Symbolically held on Jesse Robredo Day to honor the late mayor and interior secretary’s legacy of public service, the initial turnover highlighted the tangible impact of public policy on working-class families.

For many years, it has been our aspiration to provide housing opportunities for our city government employees, but affordability has always been a challenge, especially for those in the lower salary grades,” Naga City Mayor Maria Leonor “Leni” G. Robredo said. 

Through our partnership with Pag-IBIG Fund and BellaVita, that aspiration is now becoming a reality. With Pag-IBIG Fund providing affordable financing terms and a subsidized 3% interest rate, we were able to make homeownership possible for employees who previously could not afford it.” the Mayor added.

Fast-Tracking Progress and Expanding Reach

The speed of execution stands out. Following a mid-June memorandum of understanding, Pag-IBIG Fund, the city government, and developer BellaVita implemented a government-to-government documentation framework. This arrangement streamlined application processing and accelerated loan takeouts.

We especially appreciate how quickly this partnership has delivered results,” Mayor Robredo noted, pointing out that over 100 loan accounts were approved in just sixty days. 

We hope to complete the takeout of all 576 housing units by October, and eventually extend the same opportunity to our teachers, uniformed personnel, and other workers in Naga, including those in the informal sector who are also Pag-IBIG Fund members.”

Mayor Robredo also expressed her gratitude to Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling for leading the Expanded 4PH Program and opening broader pathways to shelter for Filipino workers.

A Blueprint for Public-Private Collaboration

The initiative combines municipal planning, national financing, and Ayala Land’s affordable housing expertise. This alignment reflects Pag-IBIG Fund’s broader efforts to expand low-cost housing access across the country, building on recent partnerships with residential brands like Avida and Amaia.

Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta emphasized that the project models a functional, unified approach to basic needs.

We continue to heed President Marcos’ direction to widen access to affordable homeownership for working Filipinos, including government employees who devote their careers to public service,” Acosta stated. 

What we are seeing in Naga shows how this direction can be translated into actual homes when a local government identifies the needs of its workforce and government institutions align housing delivery and affordable financing around those needs. This is the one-government approach we are advancing.”

Moving Beyond the Signature

For policy leaders, the true measure of success lies in the practical outcomes for everyday citizens rather than formal ceremonies.

We thank Mayor Leni Robredo and the City Government of Naga for working hand in hand with Pag-IBIG Fund to make this possible,” Acosta added. 

For us, partnerships should lead to more than agreements on paper. What matters most is seeing our members receive the keys to homes of their own and knowing that, through our shared efforts, more Filipino families are gaining the security and opportunity to build better lives.”

A Foundation for Generations to Come

Beyond the immediate relief of lower monthly payments, initiatives like the Naga City housing project prove that systemic barriers to homeownership are not unconquerable. When local government units identify the specific needs of their workforce and align them with national funding and private-sector capabilities, policy ceases to be abstract theory. It becomes concrete and keys, to welcome a family home.

For the public servants of Naga; the clerks, administrative aides, and municipal workers who keep the city running, owning a home is more than an asset on paper. It is a tangible reward for years of dedicated public service, offering their families the long-term security, dignity, and stability they have rightfully earned.
