Lifesaving Care, Zero Out-of-Pocket Costs

Healthcare in the Philippines has long been a game of geography and means. A system where your social status and how much you earn often dictate the quality of care your child receives.

Across Northern and Central Luzon, receiving advanced and specialized pediatric care has historically meant long, grueling journeys to Metro Manila. Series of lost wages, and the mounting dread of catastrophic medical bills. 

But a fundamental shift is taking root in the heart of Clark. 

Bridging the Healthcare Gap

President Ferdinand R. Marcos Jr. officially inaugurated the Jose B. Lingad (JBL) Children’s Medical Center on Friday, July 24. Marking the first operational facility within the broader Clark Multi-Specialty Medical Center (CMSMC) project. The pediatric center will serve young patients across Regions I, II, and III, along with surrounding provinces. 

Notably, this facility represents the first of multiple regional specialty hospitals mandated by Republic Act No. 11959, also known as the Regional Specialty Centers Act. Which aims to broaden access to specialized medical services across the Philippines.

To elevate patient care, the new center is outfitted with advanced medical technology, including diagnostic tools powered by artificial intelligence. These modern resources are set to boost both the speed and accuracy of diagnosing complex pediatric ailments throughout Region III and neighboring areas.

A Vision for Accessible and Affordable Healthcare

Speaking at the inauguration, President Marcos emphasized that the new facility aligns with his administration’s goal of bringing high-quality, specialized care directly to Filipino families.

In 2020, only half of Filipinos could access primary healthcare within 30 minutes, a reminder of the gaps that remained in our healthcare system,” President Marcos stated. 

This is why I have directed the establishment of regional specialty hospitals across the country to improve the overall healthcare system nationwide,” he added.

Looking ahead to immediate operations, the President noted the center’s swift rollout and its promise of financial relief.

Next week, on the 1st of August, this hospital will open its doors to patients, making specialized pediatric services accessible to more communities. More importantly, it will bring hope and relief to countless Filipino families,” he added.

Furthermore, President Marcos highlighted efforts to minimize out-of-pocket medical costs for patients:

Here in this hospital, I am happy to announce that the Zero Balance Billing program will certainly continue. And that way, no individual will be denied care simply because they do not have the capacity to pay.”

As the multi-specialty complex expands, future phases will introduce dedicated centers for renal, cardiovascular, and oncology care. Once fully realized, this modern regional hub in Central Luzon will help alleviate the patient load on major medical centers in Metro Manila.

Strong Partnerships Powering Public Progress

The realization of the CMSMC complex relies heavily on a collaborative public-private partnership model. The Bloomberry Cultural Foundation Inc. (BCFI) provided 1 billion pesos in initial seed money for construction, alongside an additional 50 million pesos specifically designated for a power generator system. 

Meanwhile, the Philippine Amusement and Gaming Corporation (PAGCOR) authorized BCFI to deploy these funds and contributed 360 million pesos directly to the project.

Complementing these financial contributions, the Clark Development Corporation (CDC) donated the 4.85-hectare plot of land where the medical complex is located. The Department of Health (DOH) will assume full responsibility for managing and supervising the hospital’s day-to-day operations.

Reflecting on the joint endeavor, PAGCOR Chairman and CEO Alejandro H. Tengco praised the synergy between public and private sectors.

This milestone reflects our shared commitment to bringing world-class medical care closer to the Filipino people,” Tengco remarked.

Echoing this sentiment, Bloomberry Resorts Corporation Chairman and CEO Enrique Razon pointed out that construction was completed in under three years, serving as a model for public-private cooperation.

This project is not a business venture but a contribution to our nation’s development, and more importantly, a worthwhile investment for the future,” Razon stated.
