Amid a sweeping national push for affordable housing, hundreds of Tarlac families are stepping into a brighter future as the government turns the dream of homeownership into a fully reachable reality.
This progress was on full display on Wednesday, July 8, when the Department of Human Settlements and Urban Development (DHSUD) and the Home Development Mutual Fund (Pag-IBIG Fund) marked another milestone in the nationwide rollout of the administration’s housing program.
During the joint visit, officials inspected ongoing developments and led the formal turnover of new house-and-lot units. Showcasing the steady momentum of President Ferdinand R. Marcos Jr. ‘s Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH).
From Promise to Reality in Tarlac
DHSUD Secretary Jose Ramon P. Aliling and Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta, alongside other key officials, spearheaded the site inspection of Kaia Homes and Brentwood Residences, two massive house-and-lot developments in the province.
The Expanded 4PH Program is delivering on President Marcos’ directive to give every Filipino family a real opportunity to own a home,” Aliling emphasized.
The completed housing units we saw today in Tarlac, including homes ready for occupancy, show that the program is not just a promise on paper. These are actual homes being built and turned over to Filipino families.” he added.
Furthermore, the housing chief highlighted the synergy driving the initiative, adding,
Through stronger collaboration between the public and private sectors, we are moving more Filipinos from aspiration to actual homeownership, and Tarlac is the latest proof of that progress,” he noted.

Modern Spaces and Affordable Financing
Following the inspections, the officials held a turnover ceremony at Brentwood Residences for Pag-IBIG housing loan borrowers who had recently purchased units in the community. Developed by Apec Homes. Brentwood Residences spans 7.4 hectares and features 1,022 townhouse units priced between ₱850,000 and ₱1.2 million.
Meanwhile, the neighboring Kaia Homes, a project by Citihomes Builder and Development Inc., covers 47.8 hectares and offers 7,066 townhouse units priced from ₱999,000 to ₱1.16 million. Combined, these two projects inject a total of 8,088 housing units into the local market.
To ensure these properties remain financially accessible, eligible socialized housing units within both developments qualify for Pag-IBIG Fund’s specialized housing loan. Under the Expanded 4PH guidelines, borrowers can access a subsidized interest rate of 3 percent, which significantly lowers monthly amortizations for qualified workers.
Sustaining the Momentum of Homeownership
According to Acosta, Pag-IBIG Fund’s robust financing programs are designed to work seamlessly with the national government’s construction efforts. Ensuring that homeownership remains attainable for everyday wage earners.
Secretary Aliling and DHSUD are making sure that more quality housing options reach Filipino families under the Expanded 4PH Program,” Acosta stated.
Pag-IBIG Fund’s role is to help our qualified members afford these homes through low interest rates and manageable monthly payments that fit an ordinary worker’s budget.” she added.
In addition to celebrating the new homeowners, Acosta stressed the collective responsibility needed to keep the program thriving.
We also encourage our borrowers to keep their housing loan payments up to date,” she noted.
By paying their housing loans regularly and on time, our borrowers not only keep their accounts in good standing, but also help Pag-IBIG Fund sustain its housing programs and continue offering affordable financing to more Filipino workers and families who aspire to own a home.” she added.
A Broadening Nationwide Footprint
This joint activity in Tarlac is part of a larger, aggressive push by the Marcos administration to address the country’s housing needs. It follows a succession of recent Expanded 4PH site inspections and turnover events in Batangas, Pampanga, Nueva Ecija, Laguna, and Bacolod.
Looking ahead, both DHSUD and Pag-IBIG Fund affirmed that they will maintain this momentum. The agencies plan to continue their collaborative inspections and turnover ceremonies across other provinces as more Expanded 4PH developments reach completion, ultimately opening doors for more Filipino families nationwide.
