For the public, institutional certifications often appear technical, but they directly influence how efficiently services are delivered, how systems are managed, and how accountability is upheld. PAGCOR’s continued compliance with international standards means more consistent processes, stronger safeguards, and improved service delivery across its operations. Notably, the PAGCOR ISO 9001:2015 certification 2026 highlights this ongoing commitment. For stakeholders and the general public, this reinforces trust in how gaming regulation and public service functions are carried out.
The Philippine Amusement and Gaming Corporation (PAGCOR) has successfully retained its ISO 9001:2015 certification for the fourth time following a three-day recertification audit conducted in December 2025. This latest achievement underlines PAGCOR ISO 9001:2015 certification 2026 requirements in upholding international best practices. The certification, awarded by DQS Certification Phils. Inc., was formally received by PAGCOR Chairman and CEO Alejandro H. Tengco during a ceremony at the PAGCOR Corporate Office in Pasay City on April 16, 2026.
Tengco said during the awarding ceremony:
“This achievement reflects PAGCOR’s dedication to excellence, accountability, and continuous improvement across all our operations.”
He added:
“To our teams in the Corporate Office and across all our branches, this achievement is for all of you. Maraming salamat sa inyong dedikasyon, sa inyong paghahanda, at sa sama-samang pagsisikap na naging susi sa tagumpay na ito.”
Audit Coverage Across 17 PAGCOR Sites
The surveillance audit, conducted from December 15 to 18, 2025, covered 17 operational sites nationwide, including the PAGCOR Corporate Office and multiple Casino Filipino branches such as Tagaytay, Angeles, Cebu, Bacolod, Olongapo, Ilocos Norte, Malabon Grand, and Grand Regal.
Additional branches included Binondo, Greenery, Manila Grand Opera, Kartini, Networld, Tropicana (Las Piñas), and Oriental Pearl, reflecting the breadth of PAGCOR’s regulated operations.
DQS noted strong compliance across audited sites, highlighting leadership direction, governance systems, regulatory adherence, and ongoing digital transformation efforts aimed at improving operational efficiency and supporting PAGCOR ISO 9001:2015 certification 2026 guidelines.
Leadership Commitment and Workforce Dedication
According to PAGCOR leadership, the achievement was made possible through collective effort across all departments and branches. The agency emphasized that quality management is not only a compliance requirement but a shared institutional culture.
Tengco underscored the role of employees in sustaining standards across operations, attributing the recertification to consistent daily performance and internal discipline within the organization.
Digitalization, Compliance, and Service Standards
The audit report commended PAGCOR for its continued modernization efforts, particularly in digital systems that enhance transparency and streamline processes. It also recognized the agency’s governance structure, operational resilience, safety culture, and emphasis on responsible gaming practices.
Training and competency development programs were also cited as key strengths, ensuring employees remain equipped to meet evolving regulatory and operational demands. As a result, PAGCOR ISO 9001:2015 certification 2026 is further supported through these initiatives.
Trust, Efficiency, and Public Accountability
For readers and stakeholders, PAGCOR’s ISO recertification is more than an institutional milestone; it signals sustained public accountability. It reflects how government-linked agencies can maintain global standards in service delivery, ensuring that operations remain transparent, efficient, and aligned with international benchmarks.
The certification also reinforces confidence in how public-facing gaming regulation is managed, particularly in terms of oversight, compliance, and customer service standards. In practical terms, it contributes to smoother operations, improved safeguards, and more reliable public service systems.
Stakeholder Feedback and Institutional Impact
DQS Certification Phils. Inc. commended PAGCOR’s performance across key evaluation areas, noting its “strong leadership and strategic direction,” alongside “excellent governance and regulatory compliance” and “continued digitalization to improve process efficiency.”
The audit body also recognized PAGCOR’s operational resilience, safety culture, service quality, and commitment to sustainability and responsible practices—indicators that reflect both institutional stability and long-term improvement.
